CNE’s relentless advocacy efforts since 2003 were pivotal in the inclusion in early 2021 of $600 million of federal funding annually to bolster Puerto Rico’s Earned Income Tax Credit. CNE devoted many years of research to this issue, generating crucial evidence about the need to address high poverty rates and low labor force participation in Puerto Rico.

CORONAVIRUS AID, RELIEF AND ECONOMIC SECURITY PACKAGE (CARES)

And when COVID struck, CNE’s analysis helped elevate Puerto Rico’s needs and ensure its inclusion in Washington’s Coronavirus Aid, Relief and Economic Security package, which delivered much-needed assistance to the island’s fragile economy.

the energy system

CNE once again served as public watchdog for the island’s energy system, scrutinizing the 660+ page contract between PREPA and LUMA. CNE’s published report highlighting the shortfalls and pinpointing areas that needed special attention became a crucial reference for policy makers, journalists and community organizations.

CNE’s analysis and recommendation to renegotiate PREPA’s debt restructuring agreement and update its fiscal plan was used by the U.S. Congress in a letter to FOMB in early 2020. CNE continues closely monitoring PREPA’s restructuring process since its a key component of the energy sector’s transformation and a crucial part of Puerto Rico’s economic development.
